Flooring removal options

Sheet vinyl with paper backing

When sheet vinyl is pulled up, the backing usually tears and stays glued to the subfloor, and that backing is the part most likely to be friable. Removal is kept wet, scraped rather than sanded, and bagged as it comes up. SWCAA publishes a homeowner guide specifically for sheet vinyl flooring.

Vinyl floor tile

Nine-inch and twelve-inch vinyl tiles are generally nonfriable while whole, and the aim is to lift them without breaking or grinding them. That makes them lower risk to remove, but not exempt: in Clark County a tile floor of any size needs a SWCAA notice, unlike in King, Pierce or Snohomish counties.

Mastic and adhesive

Black cutback mastic and other old adhesives are sampled as their own homogeneous area, because a tile can test negative while the glue under it tests positive, or the reverse. If the new floor needs a clean substrate, the mastic plan matters as much as the tile plan.

Layered kitchen and bath floors

Older kitchens often hold two or three floors stacked on fresh underlayment each time. Each layer counts as a separate material, and some are fastened to plywood that may come out more cleanly with the flooring still attached. Listing every layer at survey time avoids an amendment, or a stop, partway through.

Why Clark County flooring jobs need a notice

Under SWCAA 476-050, a Notice of Intent to Remove Asbestos is required for all asbestos projects, and the only stated exception is nonfriable asbestos roofing. Flooring has no such carve-out. Puget Sound Clean Air Agency pages exempt nonfriable removal from notification, but that agency does not cover Vancouver.

The fee follows the size of the job. Under the 2026 schedule, a contractor removing less than 48 square feet pays nothing and waits no time; 48 to 159 square feet costs $153 and 160 to 4,999 square feet $384, both with the 10-day period. Owner-occupants removing their own flooring file prior notification for $39 with no waiting period.
