Renovation inspection of the work area

Before a kitchen, bathroom or addition opens walls, floors or ceilings, the inspection can be limited to the materials the project will disturb. The report then records that limit, which matters if the scope grows: a wall added to the plan later may need another visit. The alternative for a contractor-led renovation is to presume every suspect material is asbestos and handle it that way.

Pre-demolition inspection

Demolition always requires an inspection by an AHERA-accredited inspector of the structure or the part coming down. Suspect materials are sampled unless they are presumed and handled as asbestos, and the report is submitted with SWCAA’s Notice of Demolition, even if the building turns out to hold no asbestos at all. Owner-occupant lab testing

Owners who live in a single-family house and renovate it themselves do not need an accredited inspector under SWCAA rules. Every suspect material is handled as asbestos unless a sample has been analyzed by the PLM method, and the lab results stay at the work site during the project. SWCAA publishes safe-sampling guidance and a laboratory list. If the house will be demolished, an AHERA inspection is still required.

Presuming instead of sampling

Testing adds little when a material will be removed under full asbestos precautions anyway. A presumption still carries paperwork: a written determination listing each material with its approximate quantity and location, posted at the site and kept for 24 months. Sampling earns its cost when a negative result could take a large area, such as a whole floor, out of the abatement scope.

What SWCAA requires in an inspection report

SWCAA 476-040 sets the inspection standard for Clark County. These points are a practical way to check a report before work begins.

Sampling minimums

Surfacing materials such as sprayed ceiling texture need at least three samples from each homogeneous area up to 1,000 square feet, five up to 5,000 square feet and seven beyond that. Thermal system insulation needs at least three per homogeneous area, apart from limited federal exceptions. Miscellaneous materials, which include flooring, mastic and siding, need one sample under 100 square feet and three at 100 square feet or more. Only wallboard samples may be composited.

Report contents and limitations

A complete report gives the inspection date; the inspector’s name, signature, certification number and expiry; the site address; and a description of the structure including its approximate age. It states the purpose and any limitations, such as rooms that could not be reached. Each asbestos-containing or presumed material is described by color, location, approximate square or linear feet and condition, next to exact sample locations and the full laboratory report.

Posting and keeping the report

The full report, not a summary, is posted in a visible spot at the work site for the whole project, even if every sample came back negative. During demolition, where posting may not be practical, it stays readily available and a written summary goes to anyone who may contact the material. The owner and the inspector each keep a copy for at least 24 months.
