Shingles and panels made of asbestos and cement are listed by SWCAA as a suspect material regardless of installation year. Removing them is a noticed asbestos project, with the 10-day period for contractor jobs above the small-job size. SWCAA also publishes a cement siding guide for homeowners. Nonfriable asbestos roofing

Under SWCAA’s definitions, asphalt-type roofing does not count as asbestos-containing material when it is in good condition and not peeling, cracking or crumbling; its petroleum binder still encapsulates the fibers; it stays pliable enough not to release fibers on removal; and the building will not be burned or mechanically demolished. Removing roofing that meets all four needs no Notice of Intent, but the owner keeps documentation showing why.

Siding under newer cladding

Vinyl or fiber-cement siding was often installed straight over older cement asbestos shingles. The old layer shows only when the new one comes off, or at a cut-out for a window or vent. If it turns up mid-project, it has to be assessed before more is disturbed, and a notice already on file is amended when the added quantity moves the job into a larger size category.

Exterior material before demolition

When a house or garage is coming down, siding and roofing are normally removed first along with interior asbestos. SWCAA lets nonfriable material stay in place only if an AHERA project designer, who also holds a qualification such as industrial hygienist or professional engineer, shows it will stay nonfriable through demolition and disposal, and never when the building will be burned.

Both are exterior, often nonfriable and frequently replaced together, yet the rule treats them differently. Cement siding is a suspect material, and once asbestos is confirmed or presumed the job is an asbestos project needing a Notice of Intent. Qualifying asphalt-based roofing is excluded from the definition of asbestos-containing material, so its removal needs no notice as long as its condition is documented.

The exemption is narrow. Cracked, brittle or crumbling roofing does not qualify, and cement-based roof shingles have no petroleum binder, so they cannot qualify either. Washington L&I certification and project notification rules are separate from SWCAA’s notice and should be checked for roofing jobs too.
