Demolition Asbestos Survey and Abatement in Vancouver, WA

Vancouver WA Asbestos Removal prepares Vancouver, WA buildings for demolition: arranging the AHERA pre-demolition inspection, removing the asbestos it finds, and supporting the SWCAA Notice of Demolition and the City’s demolition (DMO) permit. SWCAA requires that notice for every demolition, with the inspection report attached, followed by a 10-day period before work can begin.

The order matters: asbestos comes out as its own project before the structure comes down. Demolition surveys and abatement are available in Vancouver, WA as well as Camas and Washougal, where city demolition permits run alongside the SWCAA notice.

Demolition project types

Whole-house demolition

A teardown for a new home or lot split needs an AHERA inspection of the whole structure, even if the owner is sure nothing contains asbestos. The Notice of Demolition goes to SWCAA with the report ($77 in the 2026 schedule, plus the normal asbestos fee if material is being removed). Identified and presumed asbestos is then removed under its own Notice of Intent before machines arrive.

Garages, sheds and outbuildings

The City of Vancouver issues a separate DMO permit for each occupied building and each building with electrical, gas, water or sewer connections. Small unoccupied accessory structures without utilities, such as sheds, can be included with the main building’s permit. A detached garage with cement siding or an old roofed shed is still part of the asbestos inspection scope.

Partial demolition and load-bearing changes

SWCAA defines demolition to include wrecking or removing load-supporting structural members, and moving a building off its foundation to a new site. Taking out a bearing wall, removing a rear addition or relocating a house can therefore count as demolition rather than renovation, bringing in the inspection and Notice of Demolition. Ask SWCAA when a project sits near that line.

Fire-damaged structures

Burned buildings rarely leave clean homogeneous areas to sample. SWCAA then requires a written alternate inspection method, typically grid-based sampling, and conventional sampling may not be used on rubble, debris piles, ash or soil without its written approval. Where a structure is unsafe to enter, asbestos removal before demolition can be excused only with an official or structural engineer’s hazard determination and a project designer’s work plan.

City of Vancouver permit and SWCAA sequence

The City’s DMO permit page asks directly whether asbestos is present and, if it is, sends applicants to SWCAA for the Notice of Intent to Remove or Encapsulate Asbestos and to L&I for certification and notification. A typical order of work:

  • AHERA inspection of the building or the part being demolished.
  • For buildings more than 50 years old, photos of each elevation for the DMO application.
  • SWCAA Notice of Demolition with the inspection report, plus a Notice of Intent for any asbestos removal.
  • The 10-day notification period, counted from SWCAA’s receipt of the complete submittal and fees.
  • Asbestos removal, with waste sealed, labeled and taken to the disposal site named on the notice.
  • Demolition on the dates given in the notice.
